The sales and use tax, the largest GRF tax, had another strong month in November, coming in $31.9 million (3.5%) above esꢀmate. This  
increased this taxs year-to-date (YTD) posiꢀve variance to $114.2 million (2.5%).  
On the other hand, the personal income tax had a negaꢀve variance of $36.6 million (5.7%) in November. For the YTD, this tax is below esꢀmate  
by $38.4 million (1.1%).  
The commercial acꢀvity tax also had a negaꢀve variance in November ($4.6 million, 1.4%), reducing its posiꢀve YTD variance to $23.9 million  
(3.1%).  
YTD GRF taxes as a whole exceeded esꢀmate by $95.0 million (1.0%) at the end of November, a posiꢀve variance which fell by $2.0 million from  
the end of October.  
YTD GRF sources as a whole were under esꢀmate by $139.7 million (1.0%) due to a negaꢀve variance of $273.4 million (6.3%) in federal grants  
that resulted from lower than expected spending in Medicaid.  
YTD GRF Medicaid expenditures were $85.9 million (1.3%) below esꢀmate at the end of November; all other program categories were also  
under their YTD esꢀmates. Total program expenditures had a negaꢀve YTD variance of $277.4 million (1.8%); much of this variance, however, is  
due to ꢀming and is expected to diminish as the fiscal year conꢀnues.
